ಹೊಸದಿಲ್ಲಿ, ಸೆ, 24: ಹೆಚ್ಚುತ್ತಿರುವ ಭ್ರಮನಿರಸನ,ವಿಶೇಷವಾಗಿ ಜಮ್ಮು-ಕಾಶ್ಮೀರದಲ್ಲಿ ಹೇರಲಾಗಿರುವ ನಿರ್ಬಂಧಗಳನ್ನು ಉಲ್ಲೇಖಿಸಿ ಇತ್ತೀಚಿಗೆ ಸೇವೆಗೆ ರಾಜೀನಾಮೆ ಸಲ್ಲಿಸಿರುವ ಮಾಜಿ ಐಎಎಸ್ ಅಧಿಕಾರಿ ಕಣ್ಣನ್ ಗೋಪಿನಾಥನ್ ಅವರು ವಿವಿಪ್ಯಾಟ್ ಯಂತ್ರಗಳ ಅನುಷ್ಠಾನದೊಂದಿಗೆ ಚುನಾವಣಾ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಹಸ್ತಕ್ಷೇಪ ನಡೆಯುತ್ತಿರುವ ಬಗ್ಗೆ ಗಂಭೀರ ಪ್ರಶ್ನೆಗಳನ್ನೆತ್ತಿದ್ದಾರೆ.
ವಿವಿಪ್ಯಾಟ್ ಯಂತ್ರಗಳಿಂದಾಗಿ ಚುನಾವಣಾ ಪ್ರಕ್ರಿಯೆಯು ಹೇಗೆ ಸುಲಭಭೇದ್ಯವಾಗಿದೆ ಮತ್ತು ಕನ್ನ ಹಾಕಲು ಅವಕಾಶ ಕಲ್ಪಿಸಿದೆ ಎನ್ನುವುದನ್ನು ಸರಣಿ ಟ್ವೀಟ್‌ಗಳ ಮೂಲಕ ಅವರು ವಿವರಿಸಿದ್ದಾರೆ.
ವಿದ್ಯುನ್ಮಾನ ಮತಯಂತ್ರಗಳ ಮೂಲಕ ಸುರಕ್ಷಿತವಾಗಿದ್ದ ಮತದಾನ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ವಿವಿಪ್ಯಾಟ್‌ಗಳನ್ನು ಸೇರ್ಪಡೆಗೊಳಿಸುವ ಮೂಲಕ ಅದನ್ನು ದುರ್ಬಲಗೊಳಿಸಲಾಗಿದೆ ಎಂದಿರುವ ಅವರು,ಈ ಸಮಸ್ಯೆಯನ್ನು ತುರ್ತಾಗಿ ನಿವಾರಿಸುವ ಅಗತ್ಯವಿದೆ ಎಂದಿದ್ದಾರೆ.
ಚುನಾವಣಾ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಯಾವುದೇ ಹಸ್ತಕ್ಷೇಪಕ್ಕೆ ಅವಕಾಶವನ್ನು ನೀಡಕೂಡದು ಎಂದೂ ಅವರು ಟ್ವೀಟಿಸಿದ್ದಾರೆ.
ಇವಿಎಮ್‌ಗಳನ್ನು ತಾನು ಈಗಲೂ ಸಮರ್ಥಿಸುತ್ತೇನೆ. ಆದರೆ ವಿವಿಪ್ಯಾಟ್ ಅವುಗಳ ರಕ್ಷಾಕವಚದಲ್ಲಿ ರಂಧ್ರವನ್ನುಂಟು ಮಾಡಿದೆ ಮತ್ತು ಹ್ಯಾಕಿಂಗ್‌ನ್ನು ಸುಲಭವಾಗಿಸಿದೆ ಎಂದಿರುವ ಗೋಪಿನಾಥನ್ ತನ್ನ ಟ್ವೀಟ್‌ಗಳನ್ನು ಮುಖ್ಯ ಚುನಾವಣಾ ಆಯುಕ್ತ ಎಸ್.ವೈ.ಕುರೇಷಿ ಮತ್ತು ಚುನಾವಣಾ ಆಯುಕ್ತ ಅಶೋಕ ಲವಾಸಾ ಅವರಿಗೆ ಟ್ಯಾಗ್ ಮಾಡಿದ್ದಾರೆ.
ಗೋಪಿನಾಥನ್ ವ್ಯಕ್ತಪಡಿಸಿರುವ ಕಳವಳಕ್ಕೆ ಪ್ರತಿಕ್ರಿಯಿಸಿರುವ ಚುನಾವಣಾ ಆಯೋಗದ ವಕ್ತಾರರು ಈ ವಿಷಯದಲ್ಲಿ ಮಾಹಿತಿಗಳಿಗಾಗಿ ಕಾಯಲಾಗುತ್ತಿದೆ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.
The fact that so many VVPAT slip counting has tallied with EVMs does instill a lot of confidence that such a manipulation wouldn't have happened in the past.

Unlike before, the Ballot Unit (BU) is not connected to Control Unit (CU - Memory of EVM) directly any more.

It is connected through VVPAT.
Means what you press on that blue button in the BU is not registering the vote in the CU anymore.

For VVPAT now controls two things.
1. What is being shown to the public in the form of paper slips. Or the perception & trust factor.
2. What is actually getting registered in the Control Unit as a vote. Or the actual vote factor. 4/n pic.twitter.com/U2dIn8HLH2
I forgot to add the other defense we had. That no-one had physical access to the EVMs once candidates are set.

By allowing external devices to be brought to the commissioning room, and allowing it to be connected to VVPAT, we have foregone this defense too.
On to the how part: Since VVPAT controls both the trust factor & the vote factor, a possible method could be,

VVPAT prints what is pressed in the BU. So voter sees that paper trail tallies with his pressing of the button. #TheTrust
Sends something else to the CU. #TheVote
While we have a provision for if a voter complaints that the VVPAT paper trail does not match with the button he pressed, there is no way he can know if the VVPAT has send the same input to the CU.

While citizen has verified the BU & VVPAT end, that what he saw is what he pressed, the CU & VVPAT verification needs to be done through tallying paper trails with vote count in the CU.

But as it takes time, we only do such verification for a selected few per constituency.
